Pasadena Water and Power (PWP) successfully implemented a digital transformation that leverages multiple cloud applications to better serve its customers. PWP partnered with Red Clay Consulting to implement a multiple vendor solution, including:
- Oracle Customer to Meter (C2M) on Oracle Cloud Infrastructure (OCI), a Platform as a Service CIS application.
- PortalOne, a cloud-based customer-self-service portal that is fully integrated with C2M to deliver a first-class digital experience to consumers and businesses.
- Oracle Field Service Cloud, a cloud-based field service management solution to connect the utility’s back and front office with the mobile workforce, offering total visibility for the business, field, and the customer.
This digital transformation enables PWP to improve the customer experience with services such as real-time billing; strengthen financial controls including security and auditing; implement change more quickly to keep pace with customer and industry demands; support future initiatives such as smart grid improvements and leverage complex water and electric rate structures such as demand response.
Jeremy Marquette, the Program Manager for the project, will share his insights about working with multiple vendors on multiple cloud platforms, and the value of relying on an implementation lead with deep cloud expertise.

Expediting the City of Atlanta’s Cloud-first Strategy Following Crippling Cyber-Attack - 1:00 PM-1:50 PM

In the Spring of 2018, the city of Atlanta, Georgia, was hit by a crippling cyber-attack. Impacting critical technology, the breach caused a major security breach that interrupted municipal functions within several city departments. The largest and most successful ransomware attack on a major American city, it infiltrated all major on-premises IT systems except for its utility customer information system (CIS), enQuesta.
Despite the severity of the attack, Daphne Rackley, the city’s Deputy CIO, noted that the damages would have been worse if the city hadn’t embarked on a ‘cloud first’ strategy. It had started migrating its IT systems to the cloud to gain access to more robust security controls and availability.
Following the cyber-attack, the city expedited its plans to move other IT systems to the cloud, including its utility CIS. Team members from Systems & Software, who had already relocated to Atlanta to manage the on-premises version of enQuesta while city employees worked to restore the utility to a state of normalcy, began simultaneously implementing its SaaS version of enQuesta.
During this fireside chat, Mrs. Rackley and Bubba Darling, senior director of projects for Systems & Software, will discuss:
- How cyber-criminals gained access to the city’s IT systems
- Highlights of S&S’s incident response plan which combines customer data with threat intelligence and machine learning to quickly understand the impact of the attack and take steps toward remediation

Some of the forces creating market uncertainty also are driving deal-making imperatives. As a result, the energy sector is experiencing merger and acquisition activities around the world. Businesses are searching for acquisitions to enhance their competitiveness, reliability, efficiency, and growth. As businesses make acquisitions, they want to generate value quickly. As a result, businesses need to integrate the acquired customers, operations, and employees into an existing process and solution platform quickly.
Liberty Utilities operates under a strategy of acquiring and growing utilities through mergers and acquisitions, and they have a diversified portfolio of 40+ regulated utility systems throughout the United States and Canada serving over 1,000,000 connections that provide electric, gas, water, and wastewater services. With each of the utilities working with different processes and on disparate systems, Liberty Utilities embarked on a major digital transformation project to establish standardized processes with a SAP platform including customer information systems, customer self-service, enterprise asset/warehouse management systems, mobile workforce management, meter data management, and enterprise resource planning systems. Liberty Utilities partnered with IBM as the implementor and with E Source to assist with the implementation phases of the project.
This presentation discusses a series of processes and tools developed by the project team that would serve to speed up the implementation of common SAP solutions for each subsequent acquired utility. In the middle of the transformation project, Liberty acquired two additional utilities. Attendees will learn how the tools and templates developed for the project made it possible to facilitate a modified scope adding the two new utilities to the plan without major disruption to the overall program. Utilities that are involved with mergers and acquisitions will gain valuable insight into the strategy and technological implications.

The Paris Agreement’s goal is to limit global warming to well below 2, preferably to 1.5 degrees Celsius, compared to pre-industrial levels. The plan is for countries to reach the global peaking of greenhouse gas emissions as soon as possible to achieve a climate-neutral world by mid-century.

Digital Agents Augmenting Human Agents - 4:30 PM-5:20 PM

As an integral part of a new Customer Information System Implementation effort, Southwest Gas, headquartered in Las Vegas, was looking to optimize its back office workforce management and work allocation, streamline its back office exception management processes, and orchestrate smart process automation that can lead to expeditious resolutions of errors and exceptions. Southwest Gas chose to engage Avertra in this initiative with MiAgent as the focal point, one of the modules in Avertra’s MiCustomer platform.
Southwest Gas’s legacy CIS system generated thousands of exceptions per day, which were all being manually handled by a back office team on a daily basis. The legacy CIS system in place solely generated exceptions on reports and did not have the ability to help predict or forecast what the future state of exception volume would be in a system like SAP. As part of the MiAgent Solution, Avertra developed a sophisticated process mining and machine learning based decision system that analyzes and resolves exceptions and then determines which exceptions can be closed without human intervention.
As part of the first release, Avertra’s automation is able to (on a daily basis) resolve an average of 4,400 exceptions. The remaining approximate 5,000 exceptions are made available to be resolved manually by the back office agents. Initially, using a risk model, a target was established to resolve approximately one-third of the exceptions through automation. We are currently auto resolving an average of 82.3% of all exception cases, which is a critical component of stabilization and working down the expected exception backlog following a large CIS replacement project, and enables critical resources to be diverted to other important customer related functions.
Moving forward, SWG continues to improve and stabilize its operations by evaluating enhanced process flows, opportunities for new automation processes and improved exception handling times. The most recent enhancement includes automating the complex historical cancel/rebills scenarios in certain use cases resulting from fast meter tests. Avertra and SWG look forward to their continued partnership and focus on quality, safety, excellence and achieving back office excellence while supporting workforce empowerment and learning one employee at a time.

Eastern Municipal Water District, EMWD, recently embarked on a journey to replace their Customer Information billing system, Customer Self-Service online portal along with a modern Mobile Work Order Management system to replace the paper work-orders. They partnered with E Source for the RFP and Selection process and decided to continue that partnership into the Implementation phase. EMWD had an in-house testing tool but were looking establish a testing center of excellence to improve quality and efficiency of testing. This was a match made in heaven.
E Source assists municipalities and utilities with CIS replacements through their experience and expertise in utility systems implementations and testing. With pre-configured NavigateOne for ALM testing methodology, E Source jump started EMWD’s testing before the CIS system was even configured. Using E Source’s Business Process driven testing approach, linking Functional Matrix requirements to reusable business component test cases, EMWD was able to automate the test process and efficiently use and reuse project assets and resources. With guidance from E Source’s Testing Lead KD, the brilliant core team of EMWD – including Vicki and Enrique here – were able to complete the replacement project during Covid, remotely over Zoom, well within budget.

To achieve this bold and necessary goal, the administration of New York Governor Kathy Hochul is implementing a comprehensive long-term strategy to achieve decarbonization. From new energy storage initiatives to expanding and upgrading transmission to piloting hydrogen use for generation, considerable progress is being made to reinvent New York’s power system. Justin E.
